Prestige Group to Build Private Flyover Connecting Tech Park to ORR in Bengaluru

A Landmark Public-Private Partnership for City Infrastructure

Prestige Group, one of Bengaluru’s leading real estate developers, is set to embark on a transformative infrastructure project—a 1.5-km private flyover connecting its upcoming Prestige Beta Tech Park in Bellandur to the Outer Ring Road (ORR). This initiative, recently approved by the Bruhat Bengaluru Mahanagara Palike (BBMP), exemplifies a growing trend of private firms investing in public infrastructure to enhance access to their developments.

Project Overview and Strategic Importance

The flyover, which will run alongside a public road and adjacent to a stormwater drain, is designed to alleviate severe traffic congestion on Old Airport Road (via Yemalur) and Kariyammana Agrahara Road—currently the main access routes to the tech park. The new Prestige Beta Tech Park, spanning 70 acres, is expected to host over 5,000 employees and will benefit significantly from improved connectivity.

Key Features and Commitments

  • Full Project Funding: Prestige Group will fully bear the cost of constructing the flyover.
  • Road Widening: The developer has committed to widening Kariyammana Agrahara Road and funding a new 40-foot-wide road, which will reduce the travel distance to Sakra Hospital Road by 2.5 km.
  • Public Access: While the flyover will primarily serve the tech park, BBMP has stipulated that it must remain accessible to the public. The civic body has also allowed Prestige to claim Transferable Development Rights (TDR) certificates for land relinquished during road widening, within the legal framework.
  • Precedents: Similar projects in Bengaluru include the Manyata Embassy Business Park flyover and Lulu Mall’s underpass, both constructed by private entities to enhance site access.

Approval Process and Civic Engagement

Prestige Group first approached BBMP for approval in August 2022 and again in November 2023, highlighting the need to address traffic bottlenecks for the proposed tech park. After securing the Bangalore Development Authority’s (BDA) nod for the development plan in September 2023, BBMP granted consent in April 2024, following the Deputy Chief Minister’s endorsement.

B S Prahallad, Technical Director of Bengaluru Smart Infrastructure Ltd, confirmed the project’s approval, emphasizing the city’s support for public-private partnerships that upgrade urban infrastructure. Community leaders, like Clement Jayakumar of the Mahadevapura Task Force, have welcomed the move but urged that the flyover’s design ensures it serves the broader public, not just tech park employees.
